As part of Public Service Recognition Week, the Department of General Services (DGS) is proud to present the Building Excellence Awards, a recognition honoring employees who exemplify our core values and consistently go above and beyond in service to the Commonwealth. These awards celebrate individuals who demonstrate exceptional integrity, fiscal responsibility, customer focus, quality service, and professional expertise in their daily work.
In appreciation of their contributions, each Building Excellence Award recipient will receive eight hours of approved recognition leave. Please join us in recognizing the following employees for their remarkable achievements and dedication:
Sandra Gill – Deputy Director
For more than 27 years, Sandra Gill has been instrumental in driving major policy changes at DGS. She has led procurement services, launched eVa and eInvoicing, and supported numerous legislative projects around Capitol Square, including work on the General Assembly Building, inaugurations, transitions, and building renovations. Sandra consistently sets a high standard, willingly takes on additional responsibilities, and is recognized for her deep expertise. Colleagues across the agency rely on her for support, guidance, and effective problem-solving.
Sandra is a steady and reliable presence at DGS, providing consistent support, especially during challenging times. She ensures her team feels valued and demonstrates leadership that reflects DGS’s core values. Her dedication enhances our operations, supports her colleagues, and contributes to the agency’s long-term success.
Skye Walker – Lead Recruitment Specialist, Human Resources
Skye Walker’s contributions to DGS have been exceptional, significantly elevating the effectiveness and professionalism of our Human Resources (HR) operations. She consistently delivers outstanding customer service, often going above and beyond to support employees, supervisors, and HR partners.
Skye works collaboratively with DGS business units to ensure smooth and successful recruitment, proactively addressing questions and concerns throughout each phase of the hiring process. Her strong ability to document, evaluate, and articulate candidates’ demonstrated skillsets has directly improved the quality of applicant screenings and final selections. Her work strengthens hiring outcomes and reinforces confidence in the HR team’s expertise and commitment.
Kästle Aschliman – Multimedia & Design Specialist, Office of Communications
Kästle Aschliman consistently delivers exceptional service and customer‑focused support across the agency. She has designed the Governor’s pin, challenge coin and pin for the Lieutenant Governor, building signage, and the Governor’s banner in the Patrick Henry Building—and the list truly goes on. She is always willing to lend a hand and even assists other agencies with their graphic design needs. Her versatility allows her to support a wide range of agency needs, from high‑visibility projects to day‑to‑day design requests, and her responsiveness and ability to deliver high‑quality work under tight timelines have earned her a reputation as someone colleagues can always count on.
Kästle was an integral part of the launch of the new, improved DGS website and continues to offer her expertise and guidance on all website‑related matters. She also plays a central role in bringing the OnTheSquareVA season to life, providing the support needed to make each event successful. She exemplifies integrity through her reliability, accountability, and consistently positive approach. Her creativity, professionalism, and dedication make her an indispensable asset to DGS.
Joanne Moore – Quality Assurance Senior Scientist, Division of Consolidated Laboratory Services
Joanne Moore serves as the Quality Assurance Senior Scientist within the Data IT Support group at the Division of Consolidated Laboratory Services (DCLS), where she oversees daily workflows for the data entry team and ensures essential turnaround times are consistently met. She manages a high volume of customer inquiries related to clinical, environmental, and newborn screening samples with professionalism, compassion, and clarity.
Joanne brings specialized expertise in drinking water laboratory testing, making her an indispensable resource for Virginia’s safe drinking water program. She frequently partners with the DGS Fiscal Office to support kit procurement, payment processes, and results management, and her technical versatility is especially valuable during the rollout of new testing procedures. Her professionalism and in‑depth knowledge are regularly recognized by customers and reflected in annual survey feedback. Joanne’s dedication to service exemplifies the mission of DCLS and her commitment to the citizens of the Commonwealth.
Glenn Cox – Move Manager, Division of Capitol Square Services
Glenn Cox consistently goes above and beyond to deliver excellent customer service in his role as Move Manager for the Division of Capitol Square Services. He has successfully managed multiple high‑profile and often simultaneous relocations, including moves involving the Governor’s Office and large agencies transitioning from the Monroe Building.
Glenn’s tireless efforts, attention to detail, and commitment to ensuring seamless transitions are recognized and deeply appreciated. His work reflects exceptional professionalism and dedication to serving the Commonwealth.
