A Visit to the Virginia Distribution Center: Inside a Modern, Efficient, and Surprisingly Flavorful Operation

The Virginia Distribution Center (VDC) is one of DGS’s quiet powerhouses – an operation most DGS staff never see, yet one that keeps schools, correctional facilities, state agencies, and public institutions supplied every day. A visit to the facility reveals not only a sophisticated logistics hub but also a story of innovation, quality assurance, and a surprising amount of taste-testing. Did someone say mystery pudding?
A Mission Rooted in 1960
The VDC began in 1960 with a simple but ambitious goal: save money for the Commonwealth. At the time, agencies purchased goods independently, often paying higher prices and receiving inconsistent quality. The VDC introduced a centralized purchasing model that allowed the state to buy in bulk and ensure consistent quality across all products.
Over time, the program expanded significantly and now offers more than 1,300 items to government agencies across Virginia. Among all these products, toilet paper remains their biggest seller, moving in enormous quantities year-round.
In August 2001, the VDC moved into its current building – a facility designed specifically for its operations. The new space included major upgrades such as advanced camera systems, improved refrigeration, enhanced burglary protection, and solar panels designed to pay for themselves after 17 years.
The building was engineered for efficiency, but it has also attracted some unintended visitors over the years, ranging from gallivanting goats to a delightful donkey, slithering snakes, dawdling dogs, and bristly birds that nest in the grounds around the property. Despite these surprises, the facility supports a “store more with less” philosophy, using a smaller footprint to move products efficiently in and out while maintaining high turnover and freshness.
A Tour with the Cookie Man
During a recent visit, Andy Repak guided the Communications team through the facility. Known affectionately as the Cookie Man, Andy’s enthusiasm for the operation – and for its baked-good special buys – is contagious.
Beyond the impressive scale of the warehouse, one of the most distinctive features of the VDC is its quality assurance laboratory. According to Andy, the VDC is unique in that it operates its own testing lab, evaluating products four times throughout their lifecycle. The goal is to ensure that every item meets or exceeds its marketed specifications.
Testing includes taste evaluations of products like taco seasoning, fancy ketchup, and the infamous mystery pudding. Mystery pudding appears when flavors in the machine are switched, often resulting in a swirl of two flavors that tastes delightful but looks… questionable. Safety glasses are checked for durability. Paper towels are stretched to test strength, plastic bags are pulled to measure resilience and silverware undergoes hardness testing.
A Walk-In Freezer Straight out of Alaska
No tour of the VDC would not be complete without stepping into the –20°F freezer capable of storing ice cream and other frozen goods. Entering the freezer feels a bit like visiting Fairbanks, Alaska in the middle of winter – an experience most people living in the contiguous United States would not seek out voluntarily.
Inventory follows a strict rotation system that always pulls the oldest product first, ensuring freshness and reducing waste. The distribution center also provides storage for the Division of Consolidated Laboratory Services, maximizing the building’s utility.

Visiting the Virginia Distribution Center reveals a facility that blends logistics, science, culinary testing, and procurement expertise. The VDC is a model of how thoughtful infrastructure and a dedicated staff can support an entire state.
