MEET THE STAFF

The Division of Real Estate Services (DRES) manages the Commonwealth's real estate portfolio and assists state agencies with transactional and strategic planning services to help customers meet their real estate needs.

Michael C. Nolan, DRES Director

Mike Nolan joined DRES after a rewarding and diverse stint in the fast-paced world of New Jersey land development and real estate. He brings over 30 years' experience in land development, construction; acquisition, conveyance and leasing; site planning design; and land use/zoning review and approvals and has expertise in land title and use rights including various forms of ownership, easements, grants, licenses, encumbrances, use restrictions and zoning rights. Previously, Mike was a partner in an engineering and architecture firm, served as chairman of his local Zoning Board of Adjustment and worked for a commercial real estate broker.

Brendan Ahearn, Owned Property Team Manager

Brendan Ahearn joined the DRES team in October 2021 and serves as a Transaction Manager. Prior to joining DRES, Brendan spent over 16 years in commercial title insurance and real estate services. Originally from Alexandria, Brendan is a lifelong resident of Virginia and holds a bachelor’s degree in sociology from Virginia Commonwealth University.

Tyler Anders, Real Estate Coordinator

In March of 2024, Tyler started working at DRES as their Real Estate Coordinator. He graduated from Virginia Commonwealth University in 2022 with a Bachelor’s Degree in Marketing. Before joining DRES full-time, Tyler started as an intern for DRES right after graduation which marked the start of his career in real estate.

Elizabeth Barlow, Lease Administrator

In May 2023, Liz started working at DRES as a lease administrator. She earned an associate degree in business administration from J. Sargent Reynolds Community College and a bachelor's degree in real estate from Virginia Commonwealth University. Prior to working for DRES, Liz had a private sector career in both commercial and residential real estate. She likes to spend her free time with her family, dogs, and friends.

Tesa Berry, Business Systems Analyst

Tesa has over 15 years of experience working in various IT roles supporting business systems software for the military, federal, state, and private sectors. Prior to coming to DRES in 2017, Tesa served as a Senior Business Systems Analyst with AT&T since 2013. Tesa has an Associate's Degree from Northern Virginia Community College and continued her education at Strayer University, pursuing her Bachelor's Degree in Criminal Justice Information Systems.

Brannan Boze, Transaction Manager

Brannan joined DRES in June of 2024 as a Real Estate Transaction Manager. Brannan is from Richmond, Virginia and attended Virginia Tech where he earned a bachelor’s degree in real estate with a minor in property management. Brannan then moved to Charleston, SC where he began his career in acquisitions for a private sector firm focused on single-family investment and property management. Since, Brannan has managed leasing and entitlements for projects related to the build out and upgrade of cellular compounds. He has also gained valuable experience in commercial retail development. Outside of work Brannan enjoys spending time with his family, seeing live music, and travelling.

Jan Franck, Lease Administrator

Prior to joining DRES in May of 2023, Jan managed a diverse portfolio of private sector commercial and multifamily real estate in Central Virginia for over 25 years. Her experience in real estate ranges from realtor, property manager, area service manager and district manager overseeing the operations and asset management of a REIT multifamily portfolio. Jan enjoyed a successful and rewarding career overseeing real estate repositioning projects both structural and operational.

Cody joined the DRES team in 2023 and serves as a Real Estate Legal Specialist. Originally from Pennington Gap, Virginia, Cody has lived in Virginia for most of his life. After attending law school in Tennessee, Cody briefly remained in Tennessee where he practiced in various areas of real estate law before moving back to Virginia. Cody received his bachelor's degree in political science and administration of justice from the University of Virginia’s College at Wise and received his law degree from Lincoln Memorial University.

Hugh C. Hubinger, DRES Deputy Director

Hugh C. Hubinger, originally from Wilmington, Delaware, has worked for DRES since 2007. A Senior Transaction Manager, Hugh's primary responsibility is the sale of surplus real estate, which has generated $179 million in sales of surplus property during his tenure. Hugh has 15 years' experience in commercial and business lending and holds a bachelor's degree from the University of Richmond.

Paul McClellan, Transaction Manager

Paul rejoined DRES in October 2021 and has over 25 years of experience negotiating commercial real estate transactions in both the public and private sector including 10 years managing the City of Richmond’s Real Estate Strategies group, 15 years with Circuit City Stores Inc., and 5 years with Ethyl Corporation. In his previous roles he negotiated expense and income leases as well as property acquisitions and dispositions. Paul has a bachelor of architecture degree from Louisiana Tech University and a master’s of science in real estate development degree from Columbia University.

Kammy Nelson, Transaction Manager

Kammy joined the DRES Team in June 2025 as a Real Estate Transaction Manager, bringing over 15 years of expertise in residential and commercial sales, leasing, and investment consulting within the private sector. She holds a bachelor’s degree in Business with a minor in Acquisitions & Contracts Management. Beyond the office, Kammy enjoys spending time with family, traveling, and relaxing at the Rivah.

Teresa Reel, Transaction Manager

Teresa Reel is a lifetime Virginia resident. She joined DRES in January of 2021 after more than 12 years with the Virginia Department of Transportation where she served as a Right of Way Acquisition Agent. She previously supported a number of Virginia attorneys in real estate and corporate law practices before obtaining her Virginia Title Agent licensure. During her 14 years as a title insurance agent, she worked as a closing agent and underwriter for several national title insurers. When she is not working Teresa enjoys spending time with family, exploring outdoors, and relaxing at the beach.

Melissa Sampery, Lease Property Team Manager

Melissa Sampery joined DRES in October 2012 and now serves as a Transaction Manager. Melissa is a lifelong Virginia resident who has dedicated her education and career to real estate. Melissa holds a bachelor's degree in business with a concentration in real estate and urban land development from Virginia Commonwealth University (VCU) and a master's degree in real estate valuation from VCU's Graduate School of Business. Melissa has experience in new home sales and commercial retail and office leasing

Monique Scott, Lease Administrator

Monique Scott joined DRES in May of 2021 and serves as a Lease Administrator. Monique holds a bachelor's degree in Marketing from Hampton University in Hampton, Virginia and is a lifelong resident of Virginia. Monique comes to The Commonwealth with over 20 years of experience in Commercial Real Estate, Lease Administration, Acquisitions, AP/AR and prior years experience in Risk Management and Insurance.

Sara Snelson, COVA Trax Database Manager

Sara Snelson, born and raised in Pennsylvania but a resident of Richmond since the '80s, joined the Division in 2010 and comes from the non-government sector with long-term experience in the real estate industry. Having worked in various real estate related positions, she gained valuable skills and knowledge which she now applies in her role as the Database Manager and IT Liaison for the DRES team, specializing in the new COVA Trax asset management system.

A native of Richmond and a lifelong Virginian, Anne Carter joined the DRES team in the spring of 2025. She graduated with High Honors from the University of Virginia in 2018 before receiving her J.D. from the University of Virginia School of Law, where she served as the Executive Editor of the Virginia Law and Business Review and the co-chair of the law school’s chapter of the Raven Society. Prior to joining DRES, Anne Carter practiced commercial real estate law at the Richmond office of an Am Law 50 law firm, where she represented clients in leasing, financing, sales and acquisitions, and other real property matters.
