SERVICE FEES
DRES provides a variety of real estate services. Below is a list of service fees, which have been in effect since 2010.
Acquisition
Description: Acquisition of an interest in real estate from a third party by means other than a lease, license or easement
Examples: Deeded or willed property
Billing Method: Hourly
Rate: $68
DGS-Administered Lease
Description: Any expense lease where DRES collects a DGS surcharge fee
Examples: DGS is listed as the tenant in the lease document, but another agency is the occupant
Billing Method: Monthly Surcharge
Rate: 3 percent for single occupant leases; 5 percent for collocations of multiple agencies in one facility
Appraisal Administration
Description: DRES ordering of appraisals, excluding for a surplus property disposition
Examples: DWR seeks to acquire a new wildlife management area for which a value must be established to confirm the consideration paid does not exceed fair market value. Valuations developed from other than licensed appraisers producing an appraisal either to USPAP or yellowbook standards should be charged against an acquisition, disposition or surplus transaction.
Billing Method: Flat Fee + appraisal fee + eVA fee

Conservation Easement
Description: Provision of action wording to the Division of Enginering & Buildings for an agency's CO-2 to acquire a conservation or historical easement that is exempted
Examples: DOF seeks to acquire for consideration an open-space easement over a private party's property and DEB seeks action wording for the CO-2
Billing Method: Flat Fee
Rate: $100
Disposition (Non-Surplus)
Description: Conveyances that do not fall under the surplus statutes
Examples: Typically these are $1 conveyances or to political subdivisions. Although, if meaningful, monetary consideration is received and the property had been declared surplus, it should be treated as a surplus disposition.

Easement – Benefits Only the Commonwealth
Description: Granting of a utility easement over state-owned property to serve only the state's property
Examples: A service line extending to a new state building or across state-owned lands
Billing Method: Flat Fee
Rate: $200
Easement – Benefits Others
Description: Granting of a utility easement over state owned property where other land owners may benefit, irrespective of whether the Commonwealth benefits too
Examples: An easement over state property to serve a new subdivision, with service also to state facilities
Billing Method: Flat Fee
Rate: $1,000
Income Lease - DGS-Administered
Description: Lease to a private entity in owned or leased property for which DGS collects an administrative fee based on a percentage of rents
Examples: Smart Tag sublease in Reston, and leases to private entities in Old City Hall and Main Street Center
Billing Method: Monthly surcharge
Rate: 1 percent
Non-DGS/Agency Administered Lease
Description: Any expense lease that is administered by another state agency. DRES does not collect a DGS surcharge fee
Examples: Most non-executive agency leases, or executive agency lease types that DRES does not administer, such as land leases, financing leases, etc.

Income Lease – Non-DGS/Agency Administered
Description: Lease to a private entity or locality on owned or leased property for which DGS does not collect an administrative fee based on a percentage of rents.
Examples: DBHDS leased hospital buildings to Community Service Boards to run treatment programs

Interagency Land Transfer
Description: Transfer of state-owned property between state agencies or institutions
Examples: VDOT transferring property to VSP for area headquarters
Billing Method: Flat Fee
Rate: $200
Residential Income Lease
Description: An agency lease, in accordance with their statutory authority, of owned or leased property to an employee for residential purposes. Note if the agency first has to lease the facility from a third party, that transaction would fall under the administered or non-administered lease categories above.
Examples: Employees required to live on-site (i.e. Director at WWRC or Game Wardens on WMAs)
Billing Method: Flat Fee
Rate: $200
Surplus
Description: Sale of surplus property for meaningful monetary value
Examples: Sale of property advertised for sale through the Commonwealth broker
Billing Method: Hourly, plus 115 percent of any expense incurred by DGS
Rate: $68
Temporary Transfer
Description: "Lease" between state agencies in owned or leased properties
Examples: Occupancy of DGS leased space by agencies is pursuant to a Memorandum of Agreement
Billing Method: Flat Fee
Rate: $200
Other
Description: Miscellaneous projects conducted on behalf of an agency that do not fall within a particular transaction
Examples: This may include property research projects for third parties, grants of an ingress/egress easement (requires GA authorization), or granting other encumbrances upon state owned property
Billing Method: Hourly
