State agencies operating under the Construction and Professional Services Manual (CPSM) are required to follow the Secretary of Administration (SOA) Procedures for the use of alternative procurement methods; namely, Construction Management and Design-Build. State agencies with delegated construction procurement authority and local governments also must adopt procedures consistent with the SOA procedures.

The procedures are intended to make the process easier for agencies, fairer to smaller general contractors, and allow local governments to use the procedures with fewer modifications.
