CONSTRUCTION AND PROFESSIONAL SERVICES MANUAL

The Commonwealth of Virginia Construction and Professional Services Manual (aka, "the CPSM" or "the Manual") sets forth the standards, policies, terms, conditions, and procedures to be followed by state agencies and institutions in procuring professional design and construction services. The CPSM is published under the authority of §2.2-1132, Code of Virginia, as amended.

The various editions/revisions of the CPSM posted on this website are in pdf format and may be freely viewed, searched, downloaded, and printed.

Beginning with the 2013 Edition, users may highlight CPSM text and add comments to the Manual. In order to take advantage of these two features, users must first download and save a copy of the Manual to their device and then use the highlighting and commenting tools provided by Adobe.

Users of the Manual should periodically refer to the DEB Notices webpage, especially for viewing Notices posted after the effective date of a CPSM version. DEB Notices further supplement or amend the requirements contained within the Manual. All applicable DEB Notices issued through the Effective Date of a CPSM version are incorporated, as appropriate, within the Manual. However, subsequent DEB Notices (typically effective when the Notice is issued) are not incorporated until the next version of a CPSM.
