RULES FOR CAPITOL SQUARE AND DGS PROPERTY

Unless otherwise approved by the Director of the Department of General Services, verbally or in writing, the Department of General Services, pursuant to its authority in §2.2-1100, §2.2-1129, §2.2-1144, and other applicable Code citations in §2.2-1100, has established, at a minimum, the following rules for buildings and grounds owned, operated, maintained or controlled by the Department, including those within and adjacent to Capitol Square:

• Capitol Square is open to the public from 6 a.m. until 9 p.m.
• No motor vehicles may be operated within Capitol Square
• The use of powered amplification or other audio/visual equipment, including but not limited to microphones, speakers, megaphones, and projectors, is prohibited.
• The following actions are prohibited:

• • Placing or affixing banners, flags, posters or other objects on or to any statue, building, tree, or any other vertical structure located on the grounds
  • Climbing on statues, buildings (or any part of a building), tree or any other vertical structure on the grounds
  • Engaging in unlawful activity
  • Placing of tents, tables, scaffolding or staging
  • Penetrating the ground by any object
  • Solicitations, sales, collections or fundraising activities
  • Skateboarding on the grounds
  • Open air burning (hand-held candles with drip guards are acceptable)
  • Operating unmanned aircraft systems (drones)
  • Wearing a mask, hood or other device whereby a substantial portion of the face is hidden or covered, unless otherwise permitted by law

• The following items cannot be brought onto the grounds

  • Open containers of alcohol
  • Hazardous, flammable, or combustible liquids or materials
  • Fossil-fuel powered generators

• Any person or persons who wish to hold an event on Capitol Square must receive approval from the Department. Visit our Special Event Permitting page to learn how to obtain a permit.

• All pets must be on a leash or in an appropriate carrier

• Walkways must remain passable
