What We Do
- eVA – Virginia’s one-stop e-procurement marketplace.
- Sourcing & Contracting – Statewide, VPPA-compliant contracts that leverage Commonwealth buying power, and guarantee “best pricing” via the State Financial Warranty clause.
- Virginia Distribution Center (VDC) – Cooperative warehouse offering 1,000+ high-quality items, onsite QA lab, and consolidated freight for the lowest landed cost.
- Virginia Institute of Procurement (VIP) – Training through the annual Public Procurement Forum event and certifications (VCA, VCO, VCARM, and VCM) that build a world-class public-procurement workforce.
- Policy, Consulting & Review (PCR) – Interprets VPPA, authors the APSPM & Vendor’s Manual, trains agencies, provides eVA onboarding/support, tracks legislation, and conducts Procurement Management Reviews.
- Virginia Strategic Sourcing Initiative (VSSI) – Cooperative contracts that extend Commonwealth savings to localities, higher ed, and political subdivisions.
- Office of Surplus Property Management (OSPM) – Repurposes and sells surplus assets for maximum return and transparency.

DPS is established by Code of Virginia § 2.2-1109, with statewide purchasing authority and rule-making powers detailed in §§ 2.2-1111–1115.
