Office of State Mail Services (OSMS) provides consolidated mail operations for state government in Richmond, Virginia. OSMS serves as a consultant to state agencies on everything related to mail and offers a one-stop approach to meet all state postal and shipping needs, including most services supplied by the U.S. Postal Service.

Our goal is to develop partnerships to provide the best solutions in mailing efficiency, mail security, cost savings, and customer service. We also strive to provide the Commonwealth and its agencies with cost-saving opportunities and increased security for mail services.

What We Do

OSMS operates courier routes to agencies throughout the Richmond metropolitan area to deliver and collect USPS and inter-agency mail. OSMS can apply postage to agencies’ outgoing letters and parcels. OSMS implements comprehensive strategies to create secure mailing environments to protect our customers and our employees.

General Information on the Office of State Mail Services

Scheduled Pick Up and Delivery Times

OSMS has daily routes for pickup and delivery of USPS and inter-agency mail throughout the Richmond metropolitan area. The morning routes start at 9 a.m. and are completed by noon. The afternoon routes begin at 1:30 p.m. and end by 4 p.m. For more information, see the OSMS mail stops page.

Times for Mail Processing

All outgoing mail, with the exception of bulk mail, will be processed by OSMS and picked up by the USPS on the same day it is picked up from your agency. Any mail serviced by our facility must arrive before 4 p.m. for guaranteed same-day processing. Bulk mail will be processed within two business days of receipt.

Hours of Operation

The OSMS Mail Center is open from 7 a.m. to 4:00 p.m. each weekday, and is closed on weekends and state-observed holidays.
