The following is a list of some of the most frequently asked questions regarding parking in DGS facilities. Please remember the Policies and Procedures for the Use of Parking Facilities also can be used as a comprehensive resource. Are all state employees eligible to park in DGS parking facilities?
DGS provides parking allocations to all state agencies at the seat of government. Agencies are then responsible for assigning parking to their employees based on their own policies and the DGS Policies and Procedures for the Use of Parking Facilities.
How do I obtain a parking assignment?
Employees should work directly with their agency Parking Coordinator to request parking and complete the necessary forms. If parking is not available, the employee may be placed on a waiting list.
How much does it cost to park in a DGS facility?

The monthly parking rate is $49 and the daily parking rate is $4. The monthly parking rate for those who work outside of downtown Richmond is $24.50.

How do I pay for my parking?
Parking fees must be paid through payroll deduction.
How can I change parking spaces?
Agencies are responsible for assigning employee parking. Each agency determines its own policy for the assignment of its allocated spaces. Contact your agency Parking Coordinator for additional details.
Where are the DGS parking facilities?
See this map of Capitol Complex Parking options. Note that agency parking allocations are specific to certain parking area(s) and, as such, assignment to alternate parking areas is limited and subject to availability. Contact your agency Parking Coordinator for additional details.
My vehicle needs to be fixed or towed while in a DGS parking facility. What do I need to do?
In the event of an emergency or an immediate safety issue, the vehicle owner must notify DGS Parking Services at (804) 786-5675 and must stay with the vehicle while the emergency service is being performed or until the vehicle has been towed from the parking facility. On-site vehicle maintenance service is not permitted in DGS parking facilities.
Where is DGS Parking Services located?
We are located in the Oliver Hill Building, 102 Governor Street, Richmond, Virginia 23219. Please enter through the SIDE ENTRANCE (to the left of the building when facing the main public entrance on Governor Street).
What should I do if I find that my vehicle has been broken into or damaged while parking in a DGS facility?
Notify the parking attendant (if your parking area does not have an on-site attendant, please call Division of Capitol Police at (804) 786-2120.
What do I do if someone has parked in my assigned space?
Contact DGS Parking Services at (804) 786-5675.
How do I appeal a parking violation?
Contact DGS Parking Services in writing explaining why you would like to appeal the violation.
How do I update my information, such as my name or license plate number?
Complete a Parking Request Form with the updated information and submit it to your agency Parking Coordinator for processing.
How can I get disabled parking?

Employees who have been issued disabled parking placards and/or plates by the Department of Motor Vehicles are entitled to request a DGS disabled parking permit from their agency Parking Coordinator. DGS issues disabled parking permits to ensure a sufficient number of spaces are made available in DGS parking facilities for parkers in need of disabled parking. As such, those who are issued DGS disabled parking permits are reminded to utilize the designated handicapped parking spaces as these have been allocated and dedicated for their use.

To request a DGS disabled parking permit, employees must provide a copy of the disabled placard issued by the Department of Motor Vehicles or their vehicle registration showing the DMV disabled license plates to DGS Parking Services. All vehicles using parking spaces that have been designated as disabled parking must display a Department of Motor Vehicles-issued disabled placard or disabled license plates as well as a DGS-issued disabled hangtag permit.

How do I get a new permit if mine has been lost, stolen, or broken?

If a parking permit is lost or stolen a replacement fee of $15 will be charged. The assignee must apply for a replacement permit by notifying their agency Parking Coordinator, completing a parking request form for a replacement permit, and paying a replacement fee. The fee shall be paid to the DGS Parking Services by check or money order made payable to the Treasurer of Virginia.

If broken, the permit along with a completed DGS Parking Request Form must be submitted to DGS Parking Services to receive a replacement permit. The replacement permit will be issued at no charge provided the permit number can be identified.

Can I use my parking spot if I come downtown on the weekends or after hours?
Yes. Your access badge will provide access to your parking facility 24/7.
