The VCM program focuses on strategic skills needed to advance procurement value and is designed to challenge procurement professionals to act as change agents for promoting procurement as a strategic partner in achieving agency goals.
VIP partnered with TwentyEighty Strategy Execution, formerly IPS Learning & ESI International, to design, develop and train the VCM program based on the objectives identified by the VCM workgroup and DGS/DPS management. Following the pilot in 2015, the program was evaluated and updated to further enhance the design and content. The VCM will continue to evolve as a “living” program that reflects the changes and current mindset on how best to promote procurement’s strategic value.
The VCM certification designation is not based on an exam. Instead, attendees will be placed in teams and given a procurement challenge from which they will create a strategic plan for implementation. In week one, each team will determine their approach to resolving the challenge and at the end of week two, the team will present their plan to an executive panel.
Attendees are expected to commit their full attention to the training and team assignments during the two-week program. A two-week break is scheduled between the first and second week of training to provide time to catch up with work, but to also research and collaborate with your team to work on your challenge. Plans should be made with your manager for covering your work in your absence. When you apply for the program, you are stating that you are fully committed to the time expected to complete the program.
To be considered for the Virginia Contracting Master certification program, candidates must posess a current Virginia Contracting Officer (VCO) certification. Candidates must also submit:
- Application Form
- Cover letter expressing why you should be considered as a candidate for the VCM program
- Reference letter from Agency or Entity Head: Download a Template
- Organization Chart with your position
- Documentation to support experience, ex: EWP for state agencies
- Profile form
For Procurement Manager II Only:
In addition to the above documentation, submit a copy of a solicitation and award with a cover letter that explains why this contract is highly complex and impactful.
Notice of cancellation
You must notify VIP in writing of class cancellation at least 45 calendar days prior to the start date of the registered class. An approved, qualified substitution may be submitted up to 21 calendars days prior to the date of the class. There is $100 administrative fee for substitutions and refunds.
If the cancellation is less than 45 calendar days but at least 32 days prior the class start date, you will receive a 50% refund less the $100 administrative fee. Cancellation less than 32 days prior to class start date is not eligible for a refund.
