Director

Barb is the Director of Policy, Consulting and Review.  Barb has served two state agencies and three institutions of higher education in the Commonwealth for more than 25 years as a fiscal technician, buyer, procurement specialist, manager and procurement director before joining DPS/PCR as a Procurement Management Account Executive to local governments in 2015. She was named deputy director then interim director in August, 2017. Barb is a certified Virginia Contracting Master (VCM), Virginia Contracting Officer (VCO), Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB).

Angela has worked with DGS/DPS since September 2011 as the Procurement Administrative Specialist. She moved to Richmond from the Hampton Roads area, where she worked for many years in the legal field. Angela received her Virginia Contracting Associate (VCA) certification in August 2015.

Angel joined the Policy Consulting and Review Division in December of 2012 as an Account Executive and is responsible for 25 state agencies. He brings over 20 years of purchasing experience with the private sector and federal and local government with many years of IT experience. Angel previously was an e-Procurement Support Manager with eVA supporting all the sourcing tools.

Cindy received her introduction to public procurement at Virginia Commonwealth University. She serves as a Procurement Management Account Executive for DGS/DPS. Cindy has worked at several agencies/entities including MCV Hospitals, Department of Aviation and the Virginia Retirement System. Cindy is a past President of Capital Area Purchasing Association and served on the Institute of Supply Chain Management Board of Directors of the Richmond Metro Chapter. She received her bachelor's degree from James Madison University and her MBA from Averett University.

Clarence is a Procurement Management Account Executive with over 30 years of experience in state government. He is responsible for providing support and assistance pertaining to procurement policy and procedures, including eVA, to approximately 25 state agencies. Prior to joining the DPS staff, Clarence worked for various state agencies, including the Virginia Housing Development Authority, Virginia State Police, and the Virginia Department of Emergency Management.
Clarence is a U.S. Army veteran. He holds a bachelor's degree in business administration has served on the Board of Directors for Virginia Association of Governmental Purchasing and Capital Area Purchasing Association 

Dennis Blackwell, MBA, VCO, CPPBDennis Blackwell, MBA, VCO, CPPB

Dennis is a Procurement Management Account Executive, providing procurement management consulting and technical assistance to 22 state agencies. He served as a Statewide Contracting Officer with DPS prior to becoming an Account Executive. Before coming to DGS, Dennis was a Contract Officer with the City of Richmond. He served as Assistant Director of Transportation with Seminole County Public Schools, Florida, for 12 years. He teaches the VCA, VCO, and APSPM Update courses. Dennis received his bachelor's degree from the University of Virginia and his MBA from Golden Gate University.

Greg PrattGreg Pratt, VCO, VCCO

Greg serves as a Procurement Management Account Executive for local government in the western portion of Virginia. He has worked in procurement since 2000. Prior to joining the Policy, Consulting and Review Bureau, he was the Assistant Director of Procurement at Virginia Tech focusing on the acquisition of construction, renovation and professional services. He has also served in various other positions at other State and Federal agencies. Greg holds a bachelor's degree from Virginia Tech.

Maureen Daniels, VCO, CPPB, CPPOMaureen Daniels, VCO, CPPB, CPPO

Maureen has been an Account Executive with DPS since 2007, assisting with the procurement management of state agencies, providing consultation, advice, process modeling, e-procurement solutions, regulation and policy interpretation, training and compliance reviews. Maureen has over 30 years' experience in public procurement. She also served in the United States Air Force, worked for Miami-Dade Transit and the City of Richmond. She has associate's and bachelor's degrees in business administration and is an instructor for the National Institute of Governmental Purchasing and the Virginia Institute of Procurement.

Sharita Bryant, CPPB, VCM, VCO, VCASharita Bryant, CPPB, VCM, VCO, VCA

Sharita is currently serving as a Procurement Management Account Executive in the Policy, Consulting & Review Bureau in the Division of Purchases & Supply at the Department of General Services.  She provides procurement management consulting and technical assistance to Commonwealth of Virginia (COVA) agencies.  Prior to her current role, Sharita served as a Lead Sourcing and Contracting Officer by assisting in the planning and direction of the Statewide Sourcing and Contracting Team & supervised administrative personnel.  Prior to joining Department of General Services, she held several procurement roles at Virginia Department of Motor Vehicles.  Ms. Bryant is an advocate professionally and civically; she is currently serving as the President of the Virginia Association of Governmental Purchasing (VAGP), Vice President of the Henrico County Council of PTAs, and a trainer for the Virginia Institute of Procurement. 

Teresa M. Hudgins, VCO, VCM, CPPBTeresa M. Hudgins, VCO, VCM, CPPB

Terri serves as a Procurement Management Account Executive for local government in the eastern portion of Virginia. She has 30+ years of public procurement experience with the Commonwealth which includes institutions of higher education, DGS/DPS as a Statewide Contracting Officer, the Department of Information Technology / VITA and Virginia State Police. She provides support and assistance in the use and implementation of eVA tools to provide greater efficiencies to local governments and public bodies. Terri has been active with the Capital Area Purchasing Association (CAPA), and Virginia Association of Governmental Purchasing (VAGP), serving on the Board of Directors for both chapters of NIGP. She is also a member of the Project Management Institute Central Virginia Chapter.

Lawrence Shaw MPA, VCOLawrence Shaw MPA, VCO

Lawrence is serving as the local government Procurement Management Account Executive for central Virginia. He has worked in procurement since 2012. Prior to joining the Policy, Consulting, and Review Bureau, he was one the Statewide Sourcing and Contracting Officers here at DPS primarily dealing with the acquisition of Natural Resources, Education, and Health related goods and services. Prior to working with DPS, he also worked for VDoT and the City of Newport News. Lawrence currently holds a Masters Degree in Public Administration and a Graduate Certificate of Public Procurement and Contract Management from Old Dominion University.

Deputy Director

Kelly joined the Policy Consulting and Review Division as a Procurement Management Account Executive in September 2018. She has over 13 years of public procurement experience and has served in various positions throughout the Commonwealth. She is a certified Virginia Contracting Officer (VCO) and Certified Public Procurement Buyer (CPPB). Kelly is also the current Technology Committee Chair for the Virginia Association of Governmental Purchasing (VAGP) and has been in this role for the last 3 years.

Debra SmithDebra Smith, VCO

Debra is a Procurement Management Account Executive and joined the Policy Consulting and Review Division in September 2018.  She provides procurement management consulting and technical assistance including eVa to approximately 25 state agencies. Debra brings 17 years of public procurement experience from two institutions of higher education prior to becoming an Account Executive. 

Before state service, she worked in the private sector with McKesson Corporation. She is a certified Virginia Contracting Officer (VCO).
