Sandra Gill, VCO, VCM, CPPB, CPPO, CEPP 

Sandra is the Director of Policy, Consulting and Review. She has been with the Commonwealth since 1999 and has served as a Statewide Contacting Officer, Procurement Management Account Executive, and eVA Business Manager for the Division of Purchases and Supply at the Department of General Services.

Angela has worked with DGS/DPS since September 2011 as the Procurement Administrative Specialist. She moved to Richmond from the Hampton Roads area, where she worked for many years in the legal field. Angela received her Virginia Contracting Associate (VCA) certification in August 2015.

Angel A. Rodriguez Serrano, VCO, CEPP

Angel joined the Policy Consulting and Review Division in December of 2012 as an Account Executive and is responsible for 25 state agencies. He brings over 20 years of purchasing experience with the private sector and federal and local government with many years of IT experience. Angel previously was an e-Procurement Support Manager with eVA supporting all the sourcing tools.

Barb has served the Commonwealth since 1985, with more than 20 years dedicated to procurement. As a Procurement Management Account Executive, Barb serves and supports local government procurement professionals in the 25 counties, 10 independent cities and 60 incorporated towns of southwest Virginia in the adoption and use of eVA, the commonwealth's electronic procurement portal. Barb has been active in the Capital Area Purchasing Association (CAPA) Chapter of NIGP , the Virginia Association of Governmental Purchasing (VAGP) Chapter of NIGP, and the Virginia Association of State College & University Purchasing Professionals (VASCUPP). Barb was a member of the VAGP Board of Directors 1998-1999, 2001-2006, serving as President in 2004.

Cindy received her introduction to public procurement at Virginia Commonwealth University. She serves as a Procurement Management Account Executive for DGS/DPS. Cindy has worked at several agencies/entities including MCV Hospitals, Department of Aviation and the Virginia Retirement System. Cindy is a past President of Capital Area Purchasing Association and served on the Institute of Supply Chain Management Board of Directors of the Richmond Metro Chapter. She received her bachelor's degree from James Madison University and her MBA from Averett University.

 Clarence Wilson, VCO, CPPB, CPPOClarence Wilson, VCO, CPPB, CPPO

Clarence is a Procurement Management Account Executive with over 30 years of experience in state government. He is responsible for providing support and assistance pertaining to procurement policy and procedures, including eVA, to approximately 25 state agencies. Prior to joining the DPS staff, Clarence worked for various state agencies, including the Virginia Housing Development Authority, Virginia State Police, and the Virginia Department of Emergency Management.
Clarence is a U.S. Army veteran. He holds a bachelor's degree in business administration has served on the Board of Directors for Virginia Association of Governmental Purchasing and Capital Area Purchasing Association 

Dennis Blackwell, MBA, VCO, CPPBDennis Blackwell, MBA, VCO, CPPB

Dennis is a Procurement Management Account Executive, providing procurement management consulting and technical assistance to 22 state agencies. He served as a Statewide Contracting Officer with DPS prior to becoming an Account Executive. Before coming to DGS, Dennis was a Contract Officer with the City of Richmond. He served as Assistant Director of Transportation with Seminole County Public Schools, Florida, for 12 years. He teaches the VCA, VCO, and APSPM Update courses. Dennis received his bachelor's degree from the University of Virginia and his MBA from Golden Gate University.

Gregory Brown serves as an Account Executive for local government. He has worked in procurement since 2006. He joined the Policy, Consulting and Review Bureau in 2010. He had previously worked for the DGS as a customer service representative with the eVA team and as a contract officer with the Central Procurement Unit. He has served in various other procurement positions for the Department of Veterans Services, Sitter & Barfoot, and the Defense Logistics Agency. He holds a bachelor's degree from
Old Dominion University and a Master's of Public Administration from Virginia Tech.

Kimberly Hatala, VCO, CPPB, CPPOKimberly Hatala, VCO, CPPB, CPPO

Kim has over 27 years of purchasing experience and has worked in procurement for both the public and private sectors. She started her career with the Commonwealth in 1998 at the Department of Corrections/Virginia Correctional Enterprises and has been involved with eVA since its debut in 2001. Prior to state service, Kim wore many hats in the manufacturing industry and has extensive knowledge in inventory and material management, as well as process standardization and improvement. As a Procurement Management Account Executive, Kim supports multiple state agencies and is involved in all the challenges and changes that working in the public procurement sector brings.

Jessica L. Milburn, VCM,VCO, VCCO, CPPB, CPPO, Jessica L. Hendrickson, VCM,VCO, VCCO, CPPB, CPPO,

Jessica Hendrickson (formerly Milburn) has been in state procurement since 2006, with most of that focused on transportation purchasing. As a Procurement Management Account Executive, Jessica provides procurement and eVA support to numerous agencies, conducts procurement reviews and provides recommendations for procurement operation improvements, as well as leading the legislation team. Jessica also is an instructor for the Virginia Institute of Procurement. Previously, Jessica worked at the Department of Aviation as the Manager of Procurement Operations, serving on the agency internal audit team and ensuring compliance with ISO9001:2008 and the agency quality management system. She also has worked at DGS as a Statewide Strategic Sourcing Officer with a primary focus on transportation commodities. Jessica has a bachelor's degree in accounting from Virginia Commonwealth University.

Terri serves as a Procurement Management Account Executive for local government in the eastern portion of Virginia. She has 30+ years of public procurement experience with the Commonwealth which includes institutions of higher education, DGS/DPS as a Statewide Contracting Officer, the Department of Information Technology / VITA and Virginia State Police. She provides support and assistance in the use and implementation of eVA tools to provide greater efficiencies to local governments and public bodies. Terri has been active with the Capital Area Purchasing Association (CAPA), and Virginia Association of Governmental Purchasing (VAGP), serving on the Board of Directors for both chapters of NIGP. She is also a member of the Project Management Institute Central Virginia Chapter.

Kelly provides technical and procurement consulting services, training, conducts procurement reviews and provides recommendations for improved procurement related operations. Kelly began working at DPS as the Deputy eVA Business Manager in 2010 and joined the Policy, Consulting and Review Bureau in 2012 as a Procurement Management Account Executive. Kelly has 23 years of public procurement experience working for various public sectors in the Commonwealth. She is an instructor for the Virginia Contracting Officer (VCO) certification, the Virginia Contracting Associate Certification Program (VCA), and teaches a statewide workshop on Contract Management and Administration through the Virginia Institute of Procurement.

Maureen Daniels, VCO, CPPB, CPPOMaureen Daniels, VCO, CPPB, CPPO

Maureen has been an Account Executive with DPS since 2007, assisting with the procurement management of state agencies, providing consultation, advice, process modeling, e-procurement solutions, regulation and policy interpretation, training and compliance reviews. Maureen has over 30 years' experience in public procurement. She also served in the United States Air Force, worked for Miami-Dade Transit and the City of Richmond. She has associate's and bachelor's degrees in business administration and is an instructor for the National Institute of Governmental Purchasing and the Virginia Institute of Procurement.
