Brix Driskill, VCO, Bureau Manager
Brix is the Bureau Manager of Policy, Consulting and Review. She is a certified Virginia Contracting Master (VCM) and Virginia Contracting Officer (VCO). She has many years of experience in public procurement and has served at DGS as a Statewide Contracting Officer and a Statewide Account Executive before becoming the Manager of PCR.
Feliscia Bagby, CPPB, VCO
Feliscia is a Procurement Management Account Executive, providing procurement consulting and technical assistance to Commonwealth of Virginia agencies. She has over 15 years of public procurement experience. She is a certified Virginia Contracting Officer (VCO) and Certified Public Procurement Buyer (CPPB).
Elizabeth A. Banks, MS, NIGP-CPP, CPPB, CPPO, VCARM, VCO, VCA
Elizabeth is a Procurement Management Account Executive in the Policy, Consulting & Review Bureau in the Division of Purchases & Supply. She provides procurement management, policy, and consulting assistance to Commonwealth of Virginia Agencies and Institutions in regards to all solicitations, contracts, and contract renewals. Prior to her current position, Elizabeth served as a Statewide Sourcing and Contracting Officer, Senior Contract Officer, and Contract Officer with the Department of General Services and the Department of Forensic Science. Elizabeth has over fifteen years of procurement experience and is a trainer for Virginia Institute of Procurement, teaching at Virginia’s Public Procurement Forum and VCARM. She holds a Bachelor’s Degree from Elizabeth City State University and a Master’s Degree from University of Cincinnati.
Gabe Curry, NIGP-CPP, CPPB, VCO, VCA, VCARM
Gabe joined Policy Consulting and Review in December of 2019 as an Account Executive specifically for High Risk Contract reviews. Today, he provides guidance and assistance to 18 state agencies. Gabe has over 19 years of experience in public procurement. Prior to his current role, Gabe served as the Procurement Supervisor for the Virginia Department of Juvenile Justice and previously served as a Statewide Strategic Sourcing Officer for the DPS Bureau of Statewide Procurement. Gabe holds the National Institute of Government Procurement – Certified Procurement Professional (NIGP-CPP), Certified Public Procurement Buyer (CPPB), Virginia Contracting Officer (VCO), Virginia Contracting Associate (VCA) and the Virginia Contract Administration and Risk Management (VCARM) certifications. Gabe is a trainer for the Virginia Institute of Procurement courses and is an active member of the National Institute of Governmental Purchasing (NIGP) and the Virginia Association of Governmental Purchasing (VAGP).
Sara Lewis, VCO, VCA
Sara is a Procurement Management Account Executive, providing procurement consulting and technical assistance to Commonwealth of Virginia agencies. Sara started her state government procurement career in 2016 at the Virginia Alcoholic Beverage Control Authority as an IT Procurement Officer. She joined the eVA Bureau in 2021 as the Procure to Pay Lead, and she managed the training program for the new eVA platform. Prior to 2016, she worked in the private sector in procurement, IT project management, professional event planning, and operational support roles. Sara is certified as a Virginia Contracting Officer (VCO) and a Virginia Contracting Associate (VCA). She holds a bachelor’s degree in psychology from George Mason University.
Angel A. Rodriguez Serrano, VCM, VCO, CEPP, VCARM
Angel joined the Policy Consulting and Review Division in December of 2012 as an Account Executive and is responsible for over 25 state agencies. He brings over 23 years of purchasing experience with the private sector and federal and local government with many years of IT experience. Angel previously was an e-Procurement Support Manager with eVA supporting all the sourcing tools.
Local Government Team
Kimberly H. Mitchell, CPPB, VCO, VCA
Kimberly serves as the Procurement Management Account Executive for local government in the Central Virginia region. Her public procurement experience spans over 31 years, which includes 25 years in local government. Kimberly also has eight years of private sector procurement experience. She previously served as the Procurement Management Account Executive in support of state agencies. Kimberly has been certified as a Certified Professional Public Buyer (CPPB) since 1997, and is a certified Virginia Contracting Officer (VCO) and Virginia Contracting Associate (VCA).
Greg Pratt, VCO, VCCO
Greg serves as a Procurement Management Account Executive for local government in the western portion of Virginia. He has worked in procurement since 2000. Prior to joining the Policy, Consulting and Review Bureau, he was the Assistant Director of Procurement at Virginia Tech focusing on the acquisition of construction, renovation and professional services. He has also served in various other positions at other State and Federal agencies. Greg holds a bachelor's degree from Virginia Tech.
Lawrence Shaw, MPA, VCO
Lawrence is serving as the local government Procurement Management Account Executive for Eastern/Northern Virginia. He has worked in procurement since 2012. Before joining the Policy, Consulting, and Review Bureau, he was one the Statewide Sourcing and Contracting Officers here at DPS primarily dealing with the acquisition of Natural Resources, Education, and Health related goods and services. Prior to working with DPS, he also worked for VDoT and the City of Newport News. Lawrence currently holds a Masters Degree in Public Administration and a Graduate Certificate of Public Procurement and Contract Management from Old Dominion University.
