How to Find and Respond to Solicitations
Open Access
Any qualified vendor can compete for state business. If you are registered in eVA for the relevant commodity or service, you will automatically receive email alerts when a new opportunity is posted.
What You’ll See on eVA
All of the following appear on the eVA public bulletin board:
- Invitations for Bids (IFBs)
- Requests for Proposals (RFPs)
- Sole-source award notices
- Emergency award notices
- Conceptual proposals submitted under PPEA or PPTA
Response Deadlines
- Sealed bids or proposals must remain open for at least 10 calendar days after the solicitation is issued.
- Mandatory site visits or pre-bid conferences cannot occur sooner than 10 calendar days after the posting.
Always check the solicitation for its exact due date and submission instructions.
Pre-Bid / Pre-Proposal Conferences
For complex or high-value projects, the solicitation may include a conference to clarify requirements. Attendance may be optional or mandatory, the solicitation will specify which applies.
