High Performance Building Certification Programs for Localities

The Code of Virginia §15.2-1804.1, Building by locality; high performance standards require certain buildings to be designed, constructed, and operated to comply with a high performance building certification program. Any local governing body may, by ordinance, adopt its own green design and construction program, including VEES.

Localities that choose to use VEES to comply with the requirements of the Code of Virginia §15.2-1804.1 are advised of the following:

  1. Use the Current CPSM and applicable DEB Notices
  2. Forms and formats for review and certification are available on the DEB Forms Center Documents and Forms
  3. Each locality is responsible for program administration and self-certification

VEES is included in the Construction and Professional Services Manual (CPSM) as Appendix V Current CPSM Edition
