2021 Public Body Procurement Workgroup
In 2021, the Public Body Procurement Workgroup examined construction procurement processes by state agencies and covered institutions needed to incentivize positive business behavior by general contractors that support achieving the Commonwealth's discretionary spend goals for small, women, and minority owned businesses. The workgroup also examined best practices associated with oversight of subcontracts to include reporting requirements for payroll records, contracts and payments to other businesses, including individuals classified as independent contractors. The workgroup was required to report findings by September 1, 2021.
Survey
The Public Body Procurement Workgroup developed a survey for contractors and public bodies. The survey was to collect data for a report to examine current construction procurement processes by state agencies and covered institutions needed to incentivize positive business behavior by general contractors that support achieving the Commonwealth's discretionary spend goals for small, women, and minority owned businesses. The survey also was to help identify best practices associated with oversight of subcontracts. This survey was meant for all contractors that do business with the Commonwealth of Virginia.
